earned during the last tour of service without limit of any kind, because there are a number of European officers who have become domiciled in the Colony and have not taken "home" leave for many years. In such cases if there were
no limit, officers might be eligible for as much as two or even three years leave on full pay prior to retirement. The limit now inserted, eight months exclusive of the voyage home, bears a relation to the leave arrangements in force which contemplate maximum absences from the Colony of seven months and the period of two voyages. Leave for eight months and one voyage for a retiring officer provides a reasonable approximation to this maximum and it is submitted satisfies the requirements of the Unification Scheme.
6. The reference to the Aide-de-Camp and Private Secretary to the Governor have been deleted from the leave
rules.

The Study Leave rules have been carefully re- considered in the light of your despatch No.49 of 16th
82578/31 February, 1932, and it is thought that, as issued in the
print, they are both equitable and clear. They aim at
giving in ordinary cases six months, including voyages, clear of study and, the normal period of leave including voyages being nine months, the officer can undertake a six months' course with an equal contribution on both sides. In the event of the Government being deprived unduly soon
of the enhanced value secured by its concessions, the fees paid for the course and extra salary drawn during its continuance are no longer recoverable, only specific rewards (if any) for the qualifications obtained and salary issued to secure a minimum period of free time being made liable to
refund.
